I don't really understand what you mean by strict? Do you mean strict as in best house edge for the customer (as in the players) or strict as in biggest house edge for the casino?

Why not do the actually mathematical equations and figure out what you need to do instead of creating statistical programs and RNG? you obviously have the appropriate education.

I believe BC is saying that unless you plan on moving to the Caymen Islands and opening an internet casino why bother? Looks like a lot of work for little or no gain to me? I love math theory, but I believe I would devote my efforts to a stock algorithm hypothesis or something similar.
The only ways I see to beat craps is to change the parameters by influencing the dice or, find a $1.00 to infinity table limit game so you can use some sort of martingale system. In the second example you would need a bankroll so large that it wouldn't make sense because there are so many other options to invest your money in that would have a higher return.

Won't 10 billion rolls of the dice simply confirm that the house edge on each bet is correct?

The larger the book of rolls the closer the results will get to statistical norm. There will be aberrations along the way, but casinos don't really look at that. They look at the long view.
